The display has four USB-C ports on the back. One is Thunderbolt for connecting the display to the computer and can provide up to 96 watts if the computer needs it. The other three ports (non-Thunderbolt) are for peripherals to connect to the computer via the display, and not for providing a lot of power to charge devices. These ports can provide power for some devices, such as keyboards, trackpads and memory sticks, but not for higher powered devices such as rotating hard drives and optical drives, which have their own power supplies. You should not count on more than 5 watts from this type of port, not enough for a 15 watt MagSafe charging puck.
