Photos app taking up storage despite permanently deleting videos.

My Photos app was taking up about 30GB of space before I recorded some videos. After recording, that number jumped up to 60GB. So I deleted those videos from the Photos app in order to free up space. However, despite permanently deleting the videos from the "Recently Deleted" section, the number still remains at 60GB.

I can't figure out why those videos are still taking up space when they should be permanently gone. I need that extra space. Any ideas about what's going on?

Below is a picture of the storage. It's not giving me any way to access that 60.13 GB.
