I need to change my apple ID. I have created a new iCloud email and would like to replace my current Apple ID from my gmail account to my iCloud account.
All I get is an error that says 'Could Note Update Email: This email address cannot be used as an Apple ID at this time.'

This would have all been directly feasible, had you not created the new Apple ID. Once you created that, that blocked the transfer.
Now you will have to transfer everything manually among the disparate Apple IDs, and you will not have your existing purchases and subscriptions . You’ll have to use Family Sharing for that.
If you don’t want or need that specific new Apple ID, you can modify the email associated with the Apple ID.

You might be able to convince Apple Support to delete that new Apple ID, but you’ll have to discuss this with them directly. The following is per Apple: If you try to change your Apple ID to an @icloud.com email address that was created within the last 30 days, you will be asked to try again later.
