How do you migrate your Photos and folders from iMac 2013 to the New Mac minis.
iMac 21.5″, macOS 10.15
Open photos
photos > settings > icloud
enable iCloud
ensure that you have enough space in iCloud to sync your full library

System Preferences>iCloud, checkmark Photos
the easiest way is to enable iCloud sync on your old and new device. Then, after syncing through photos, disable it on the old device.
