Thumbprint Access Functionality

Either one of two people had access to my Apple ID at one time. It’s become apparent SOMEONE accessed my account recently and now my thumbprint access plus the entire menu for it has vanished from my “settings” altogether. When the little screen at the bottom comes up for me to do something with thumbprint approval and I touch sensor it changes to “please type in your Apple ID Password”. No place can I find the old menu spot where you set up thumbprint and choose which functions are accessible from a locked screen. How do I get this function back on my phone ??? I need some help from someone with real knowledge which is NOT ME. You are greatly appreciated for your assistance in this matter.
