Why can’t i open a .jpeg file in text message on iPhone but can on iPad?

One reason for this not happening is you are running low on phone storage. You won't get an error message, it just won't open. It can be checked at Settings > General > Phone Storage. You should have 10 - 15% free space for proper operation.
Are you getting the download icon in the message with the jpeg file and are using iMessage? If so, try these steps:
- Go to Settings > Messages, and turn iMessage off
- Restart phone
- Turn back on iMessage and give it a couple of seconds to reconnect.
