What is Savapi

You have virusbarrierl which is Intego's anti virus which also uses the Savapi sdk.

Remove Intego and it will take savapi with it.

Does anyone know what savapi is? I know it doesn't seem to be doing anything, but I know it is associated with Avira software and I've never used it. Also as soon as I try to put the pid into terminal to find out what is happening the whole thing disappears. Thanks.

I see "savapi" in your screenshot...What happens if you run a "sample" from your Activity Monitor any clues there(?)

If you are running third party anti-virus I would uninstall it using the official uninstaller.

Third party AntiVirus is not recommended— it typically does nothing but add issues to the macOS and competes directly with Apple’s own built in security:

Savapi is part of the Avira Antivirus. It helps verify the antivirus status.

With that said, I agree with Leroy above and and recumbent you uninstall Avira. It is not really useful on a Mac and can cause issues.
