icloud upload

I am on Hughesnet with limited data and these daily uploads to icloud burn through all of my monthly data allowance within just a few days. Is there any way to pause these uploads without losing all the info from my macbook? I go into town periodically and can then sync with icloud. I see how to STOP the icloud from uploading documents but then it warns me that it will remove the documents from my desktop??

MacBook Pro 16″, macOS 13.4

Turning off the Wi-Fi isn't really a solution because then when I need to use the Internet again and turn the Wi-Fi back on the uploads immediately start up again. When I try to toggle off iCloud a warning tells me that I will lose desktop files by doing so. I just want to pause iCloud uploads. From everything I've researched the only solution is to get rid of iCloud?
