What states are considering Apple ID?
Which states are considering adopting Apples wallet ID?

Arizona, Colorado, Georgia, and Maryland currently support the service. There is no list of states ‘considering’ but I would assume most states are looking into it. Of course, it’s totally up to those states whether they support it or not and Apple has no say in the matter other than to promote it. Your best bet is to contact your state’s Secretary of State office and ask/suggest they enable it.
