A 2017 MacBook Pro can be upgraded to the current macOS Ventura. See instructions in: How to upgrade to macOS Ventura - Apple Support
To download an earlier macOS, see: How to download macOS - Apple Support
Be aware that if you upgrade to Catalina 10.15 or later you will also need to update any non-Apple 32-bit apps. See: https://www.macworld.com/article/232735/how-to-check-if-mac-software-is-32-or-64-bit.html

The option that you get when installing from Recovery are different. See the following from How to reinstall macOS - Apple Support
When you install macOS from Recovery, you get the current version of the most recently installed macOS, with some exceptions:
You may need to install High Sierra from that screen first and then upgrade to a higher version later (if you want to).
If you can't install from that screen, see the following from the same support article:
If you need help
Hi, thanks for your reaction!
see my picture. This is where I’m actually at. As you can see, I can only download Mac OS High Sierra. After I try to download it, it get a message that the system can not connect to the servers. So, that’s why my question is, how can I download the latest MacOS system from this screen? Because High Sierra is not supported anymore…
Amazing man! It worked! Thank you very much 🙏🏻
