No. iPads are single user devices and iPadOS does not

support multiple users.

Can multiple family members sign in on 1 iPad? I have child accounts and I would like each child to use my iPad and be able to sign in separately. Is that possible?

can i create a child account for an iPhone without parent having iPhone or Mac? I have an iCloud account, but steps to create child account are on iPhone or Mac. I do not have either and my daughter wants an iPhone. Thanks
