You should be able to add or delete cities using the Weather app on the paired iPhone. See the '/Add a location to your weather list' and 'Delete and rearrange locations in your weather list' sections in:
Check the weather in other locations on iPhone - Apple Support
Your list of locations stays up to date on your Apple Watch when you’re signed in with the same Apple ID.
