Have done everything said here, but it keeps saying can’t verify payment method, contact Apple support

I have been having troubles trying to add a payment method back to my account after I removed the previous one. It keeps saying can’t verify payment method, contact Apple support 🤦🏾

Please what should I do about this cause I need to upgrade my iCloud?
