As long as you were backing up your stolen iPhone, when you get a new iPhone, you can set it up from the backup from the previous iPhone as long as you use the same Apple ID you used on the previous phone.

Since the phone was stolen, it is not possible to transfer data from the stolen phone to another phone.
However, if you have a recent backup of the phone that was stolen, you can use the backup to transfer data from the backup of the stolen phone to a new phone during the initial setup of the new phone.

Yes. You'll need to contact your carrier to have your number moved to the new phone. And if you haven't already, you should contact your carrier and ask them to blacklist the stolen iPhone.
