I am confused about the iCloud pictures upcoming changes. I have over 4000 pictures in my library. Will these all be saved? I sure hope so!

The question is whether you use Photo Stream, a method that was popular years ago.
If you don’t use Photo Stream, and use, for example, iCloud Photos, you will not be affected at all.

You can still sync manually or by using iCloud
No, you'll sync the entire library and all photos will upload to sync amongst devices. If you do not wish to sync through iCloud, you can still sync manually.
I have been using My Photo Stream to transfer my photos between my Mac, iPad and iPhone. My Mac is my master repository of all my photos, and is backed up with Time Machine, and has been perfectly satisfactory. The upcoming demise of My Photo Stream will upset this, and Apple is suggesting that I use iCloud Photos instead. Trouble is, my Photos library is about 42 GB and growing, and I really don't want to have to pay Apple a monthly retainer to get me additional iCloud storage (I am only using ½ GB right now for vital stuff like calendar, Contacts, etc), for something I really won't otherwise use. And I don't want iCloud to be my master photo repository.
Is there a different way to get occasional photo transfers between my devices that doesn't use the heavy hammer iCloud Photos approach? Or am I stuck with having to do this manually, when I remember?

Can I use iCloud to sync new photos without having to upload my entire Photos library? And is it automatic, or do I have to go in and start the process when I need it? I couldn't see an answer to these questions in Apple's Help pages.
But the key point of my question is: Can I do the synchronisation without having to upload my entire Photos library and pay Apple for the extra iCloud storage that would require? I normally only require sync-ing on new photos.
iCloud will sync all photos amongst all devices, not just new. But, the process is automatic
Yes, I was afraid of that. The cancellation ofMy Photo Stream is definitely a backwards step, but probably Apple is looking for the extra revenue from we who now have to use iCloud Photos.
