I think you might mean 'Extensions'. That can be found in Mail Settings, then clicking on the top menu item called 'Extensions'.

Correction.....
I did find your Plug-ins for Apple Mail.
It's a button at the bottom of Mail Settings, General, called 'Manage Plug-ins'
Have you installed any Plug-ins, yet? At least one is required for the button to appear.
Have you checked with the plug-in developer?
No, it's a plug-in, but to Barney-15E's point below, it's the first plugin I've attempted to install on my new computer and may not be compatible with Ventura. I'm going to contact the developer.

I did attempt to install the plugin, and the software said that it was successfully installed.
However, I will contact the developer to make sure the plugin is compatible with Ventura.
