Photos in iCloud still stored on phone taking up storage

My account says it’s uploading to ICloud, I can see my photos online. But they are still stored on my phone & phone is telling me I am out of storage. iCloud online isn’t making the changes/deletion I make from the phone though.

isn’t iCloud supposed to save me the storage on the phone?

iCloud is a synchronization service, not offline storage. Your images remain on your device. You can elect to optimize your storage. Settings > photos to reduce the space used by photos on your device
