how to turn off firewall is greyed out Mac OS ventura

Firewall is turned on and I want to turn it off but the toggle is greyed out, how do I fix this?

Are you using a 3rd party anti-virus like McAfee or other that includes network traffic monitoring? If so, they probably disabled Apples' default firewall to use theirs.
