When will ipad mini be allowed to make independant calls for the disabled?

My fingers cant work on tiny screen keyboards and the keyboard can’t fill the screen; as I need to see conversation trails while typing. I also don’t have bucco bucks to use half my months salary to buy one either. As 10 inch tablets are way too big, the ipad mini is the device that gets closest to the 8 inch superior calling tablet technology in China. Can Apple please step over the USA threshold and offer 8 inch device calling features with storage of 128gb or 256gb?
