My small brother make paswoord to limit on apps, and he dont remember how to delete it?

It sounds like you've forgotten your Screen Time passcode. In order to reset this, you'll need to follow these steps:
"On an iPhone, iPad, or iPod touch
- Go to Settings > Screen Time.
- Tap Change Screen Time Passcode, then tap Change Screen Time Passcode again.
- Tap Forgot Passcode?
4. Enter the Apple ID and password* that you used to set up the Screen Time passcode.
5. Enter a new Screen Time passcode, then enter it again to confirm." If you forgot your Screen Time passcode - Apple Support
