In Sonoma 14.5, I can have an open Pages document, browser page, or Terminal window. Without clicking on any application to give it a pointer/keyboard focus, I can pass the pointer over the applications and scroll accordingly. This behavior is also true with Ventura 13.6.7.
Do not assume that what Microsoft user interface behaviors are designed into Windows are equally present in other entirely unrelated operating systems.

There are some situations in macOS where the focus will be tied to a particular Window. Some pop-up windows will not allow you to access anything else until you deal with the pop-up window. If you have an Open/Save dialog window open, then it may also limit some things you can do until you close the dialog window. Within macOS the Open/Save dialog window is attached to the app window so you cannot interact with the document behind it you are trying to save. I never liked that feature of macOS making the Open/Save dialog window locked to the document window since I like to move the dialog window to the side sometimes to reference something within the document I'm trying to save, but this is life with macOS.

When you edit a photo in Photoshop, press ctrl+B, the mouse cursor is anywhere on the screen, you can scroll and change the value. Mac OS can't do that, which makes me waste a lot of time.
I know there are other ways to do it like creating actions but it requires a lot of manual work, too many files and uncontrolled colors.

Assume I’ve never used Photoshop (because I haven’t), what function does ctrl+B do?
I've been scrolling inactive windows for years. I don't know what shutdown or open have to do with it.
