iPhone not receiving notifications

I have researched this problem on the web and have found no solutions that work. I do not get notifications for anything other than imessage and apps do not update until I open them. I have tried all of the following

• Enabling all notification settings
• Enabling all notification settings for individual apps
• Disabling notification summary
• Disabling focus
• Enabling a custom focus with notifications turned on
• Enabling background app refresh
• Reinstalling apps
• Hard restarting
• Resetting all settings

At this point, the only option left to me is to restore, which I really do not want to do. Any solutions not listed here would be greatly appreciated.
