How are you attempting to connect your devices? Some features can be shared, but you may need a computer to fully sync your iPod and music library.
If your iPod supports Wi-Fi, you may be able to enable the Personal Hotspot feature to connect your iPhone and iPod following these instructions: How to set up a Personal Hotspot on your iPhone or iPad.
To sync music with your iPod, follow these instructions: Sync music between your Mac and iPhone, iPad, or iPod touch.
