I want to set up an Apple Watch for my grandson. I will be covering the cellular through my carrier. His dad will be using his family sharing to set up the watch but his cellular provider is different from mine. Can he still set it through his family sharing or do I need to have it on setup on my phone?

Either his dad or you can set it up for him as a family watch but not both.
Unlike normal setup, Family set up Watch can use any provider who supports Watch cellular, doesn't need to be the same as the parental iphone.
