How do I change my Apple ID email to one used by another deleted Apple ID

If you have deleted it, it is no longer valid, it simply no longer exists and it no longer works.

-> Once your account has been deleted, Apple can't reopen or reactivate your account or restore your data.

When you delete your previous Apple ID you get this message:

Your Apple ID has been deleted. This information has been permanently erased from our systems or has been modified so it no longer identifies you.

You'll have to wait one year before you can reuse that email address again as an Apple ID.
