Apple wrote “When you generate a recovery key, you can't use account recovery.” Does anyone else find that statement contradictory or confusing?

I don't find it confusing. Using a recovery key as a higher level security method means that somebody who has sufficient access to your personal information cannot use it to get into your account using account recovery. They need the key which is a string of digits which you keep in a safe location. However, by restricting account recovery to you knowing that string of digits, you are limiting your account recovery options.
