iPhoto was depreciated in 2015 and replaced by the Photos.app
if you do not see what you are looking for—Hold down the Option key and launch Photos.app
See one of the photo libraries already designated as YourLibraryName (System Photo Library)

Photos can import an iPhoto library but can't migrate it to a Photos library with all of the albums, metadata intact.
Also the paid version of PowerPhotos can copy an iPhoto library into a Photos library and keep most of the organization effort intact. The following is a comparison between the two apps and their import capability.If you have a lot of organizational effort in your Aperture library you might want to use the paid version of PowerPhotos to merge the Aperture library into your current Photos library.
I ran a number of tests with a 50 photo Photos library with keywords, captions, keywords and locations. I merged it into an empty library using Photos and PowerPhotos. This is what I found was imported by each;

Neither method included projects.
Both methods could import older iPhoto libraries into a Photos library when the iPhoto library couldn't be migrated into a Photos library.
As far as I can tell, Ventura will not import an iPhoto Library. It's been dead for so long, they removed the ability to import that structure.
You can use Import and point it at the Originals (or whatever the equivalent) folder inside the iPhoto Library.
It would be better to use an intervening OS version to Open and convert the iPhoto Library and then upgrade to Ventura.
