Whey are push notifications and DNS services are using cellular data yet I am in wifi AND all applications have cell data turned off?

You mentioned that the settings were disabled for these apps in cellular settings. Do you currently have Wi-Fi assist enabled in Settings > Cellular? If so this could cause what you're seeing.
Also, is your iPhone fully up to date? This can help you check: Update your iPhone or iPad - Apple Support
