How do I track my stolen phone which still has my Apple ID signed in but somehow Find My Iphone disabled

My XR was stolen in a robbery about two weeks ago(13 days) and somehow eventhough the appleID wasnt signed out when it was taken, find my iphone has been disabled on the phone. I cannot also do any remote erasure or nothing. although it had no passcode, isnt there a way to still track the phone since my appleID is still on it? and how come they disabled find my iphone without knowing my icloud password?

iPhone XR, iOS 16

If Find My is turned off, there is no way to track it. Find My is what enables it to be tracked, if it was disabled, there is no way short of magic to track it. Otherwise, what would be the purpose of Find My?

It's hard to say, wether it was actually turned off, or just had the sim card removed and has not connected to Wi-Fi. Just because you can't see it on Find My, does not mean it was disabled, it just means it is unable to report its location.

If you were signed in to iCloud on it, and Find My was turned on, it cannot be turned off without the iCloud password. But that does not mean it is able to report its location.
