With Find My disabled, you will never get that iPhone back.
Your phrasing is ambiguous, but it seems you may have lost control of your Apple ID and password.
If so, and more importantly, here is what to do: If you think your Apple ID has been compromised - Apple Support
Whether you can maintain control of your Apple ID? Get started with re-securing your Apple ID, if you can. And with changing all your passwords. Then with replacing that stolen iPhone.
