it just won't work

I am trying to reboot my iPhone SE 2 from 2021. from the support.apple.co./iphone/restore on my Windows PC and my phone just won't restart no matter what I do. May it be from hardware damage due to the exposure to water that had occurred a few days ago. I have held the device in rice for a few days, and it still has a kind of stain on the screen that did not appear to bother the touch screen when I first turned it on, it was lost for a day and I had to do the "lost mode" procedure, it worked but after that it shut down while charging.

I feel foolish, but please help me if you can in any way!
