I’m trying to set up a legacy contact. I tap on a contact to select them but then never get the option to generate an access key.

Hey SLC0831,

Sounds like you're having an issue getting an access key for your legacy contact. We'd be happy to help out.

You should be presented with options to either print the access key or send it to the contact you invite to be your legacy contact as long as you and the legacy contact meet the following requirements:

To add a Legacy Contact for your Apple ID, you need:
* An Apple device running iOS 15.2, iPadOS 15.2, or macOS Monterey 12.1 that you’re signed in to with your Apple ID.
* Two-factor authentication turned on for your Apple ID.
* To be over the age of 13. (This age varies by country and region.)

This is outlined further in the resource you came from which also outlines exactly how to send these requests: How to add a Legacy Contact for your Apple ID - Apple Support

If you continue to have issues after ensuring you meet the requirements, contact Apple for support using this link: Get Support
