Stolen iPhone

My iPhone 11 was stolen a month ago. I have password and find my iPhone turned on so I could generally locate the thiefs place when he picked up the phone. I instantly spamming sound and lock the device. He then turn on the phone and I found his place

But then somehow the Find my iPhone was disabled?

Did he hacked and factory reset my iPhone then? But from what I see on Google and Apple Account website, it seems that the account was still attached on that device.
