My Apple Mail rule isn't working

I submitted this question last week but I think I put it in the wrong product section.


I'm trying to forward notes that meet a set of criteria to another person's account. And so far, I've been unsuccessful. I've tried separating the commands into different rules and tried rearranging the order of the actions, but none of the notes are being forwarded.


Here's my latest setup.

My first rule is:


The address card for the recipient looks correct


and the second rule has the same tests as the first rule.

The second rule is working, but Kim is never receiving a copy of the mail.


Is there something very obvious that I'm overlooking?

I'm running Mail on my MacBookPro using macOS Monterey.

Replace the forwarding rule with some other action—set the message to colored, for instance—and see if the rule is firing, and whether this might be the recipient of the forwarding rejecting the forwarded message, or filtering the arriving message as spam.
