Some apps on my iPad Pro show commercials while watching their shows. Thos commercials are brighter and louder than the show. How can I fix that or midigate that?

Differing audio levels are the fault of the App serving the unwanted material. As such, you should direct your complaint to the App Developer:
Many so-called “free” Apps are monetised through advertising - rather like commercial TV and Radio. Consider that App Developers don’t work for zero income - any more than the Server infrastructure that support many Apps and services run for free.
Other Apps are “paid” Apps - and are funded entirely from revenue generated through selling the App. Some others may have an in-App purchase - that removes unwanted advertising.
