I sent a message to someone new but they don’t see the message but it says delivered but when they text me it says not delivered how do i fix

Troubleshooting Messaging:
A. Verify your Connection:
Be connected to the Internet, and try resending it.
B. Enable Cellular:
You may need to have Cellular enabled for this all to go through.
C. Try Setting it Up Correctly:
Go Here: Use Messages on your iPhone, iPad, or iPod touch - Apple Support
D. Enable Messages in ScreenTime:
- Go to: Settings
- Tap: Screen Time
- Tap: Allowed Apps
- Tap: Messages (So it is in "ALLOWED APPS")
E. Try Resending this:
Tap the red "i", and try resending it.
No Success?...
F. Contact your Carrier:
Ask your Carrier for support, as they are the one who provide you with the service of Messaging.
