You can probably use the Apple ID to download apps from the UK Apple Store while in Canada. If I recall correctly, Apple's terms of sale stipulate you must physically be in the same region as the store but I think there is some grace for travel. But, as noted, you will not have access to the Canadian App Store.

If you are planning on relocating to Canada, you will need to change your Apple ID region.

If you have chosen UK for your Apple ID and the App Store what you can download is what you see under the UK store.

You cannot download any app that is available in Canadian Store that is not available in the UK store.
