I'm temporarily living in a different country from my Apple ID account. I need to download an app that is only available in the store of this temporary country. Can I create a second Apple ID to download the app?

Many folks do that. I did it myself at one time.
Just be aware that you will need to supply a payment method for that country. If Apple sells iTunes/App Store gift cards there, that is one of the easiest payment methods to use if you don't have a bank card from that country.
