Yes, but the problem will come in using them unless you only have a computer. With some minor exceptions Apple mobile devices can only be set to one country at a time. You can encounter issue such as:

‘When you try to associate a device that was previously associated, you might notice a message that says, “This device is associated with another Apple Account. You cannot associate this device with another Apple Account for [number] days.” You might need to wait up to 90 days to associate the device with a different Apple Account.’
Typically people in that situation will own two iPhones or whatever, for exclusive use with a specific region.

Apple does not have accommodation for people who try to claim dual residency (some countries won't even allow that by law) so you are trying to defy their system in doing this, notably as regards to licensing. I suspect there are many people would love to use workarounds to get access to items to which they no have access, and Apple makes this difficult to achieve in how it designs its system. Make sure you read the entire terms document for consequences if they suspect account misuse.
