Can “jelly scroll” in iPad Mini be Fixed?

I’m having the jelly scroll issue in my iPad Mini 6th gen. Can it be fixed, or is it something that just happens?

iOS 26.2.1 Update to Scrolling I have an iPad (A16) that was recently updated to iOS 26.2.1. Prior to this update I was able to scroll up & down by touching anywhere on the screen wether I was on the web or any application. Now on the web or other applications I have to go to a sometimes visible sidebar in order to scroll up & down. This change/update is not an update. It is a backdate & not user friendly. Please fix it.

iPad scroll not working when I try to scroll on anything like in settings, adjusting the brightness or volume or even my widget, my iPad either won’t do anything or scroll very slightly with a bit delay
