my ipad was stolen yesterday in burglary at 9 in the morning, together with many other things,. someone turn it on at 11.54 can I check localisation when iPad is turned off

Your iPad cannot be traced using its IMEI. Your Cellular Carrier can, if asked, blacklist the IMEI to prevent further use.
