Would Custom Email Domain replace my current email service provider?
Would adding the DNS records for custom iCloud mail replace Microsoft 365 as my email service provider?

It would be our pleasure to assist. To answer your question, when you add a custom email domain to iCloud, Apple will be your service provider. However, according to this Apple Support article, you should be able to import any content from your previous email provider.
