Blood pressure is usually measured with a cuff, usually around the upper arm, although there are cuffs for fingers also. But the cuff must inflate to measure blood pressure, which is not practical for every day use. There are also invasive ways to measure blood pressure, but they are even less practical for every day use.

There are, however, blood pressure cuffs that use an app on the phone to record a reading and report it to the Health app, such as the Withings: https://www.withings.com/us/en/blood-pressure-monitors
