If you are looking to zero-out your balance, then refer to the following...
How to Zero-Out the Balance:
A. Purchase something that is more than what is in your account.
or...
B. Contact an Apple Rep over-the-phone, requesting assistance, asking that they zero-out the balance.

- Proceed from there as necessary
