The only way to do that is for each person to redeem Apple gift cards. As long as they have a balance in their Apple ID account to cover their purchases, those funds will be used for their and your card will not be charged.

My experience with my grown up kids is that they will occasionally have to re-validate their use of my payment method with my CVV, but they can still make their own purchases using their store credit.

I assume that you are using Family Sharing. Are you a family member, or the organizer? What happens when you try to make a purchase with your Apple ID balance? Do you have enough money to cover the cost of the purchase?
yes I am. I am the family member. Not the organizer. When I try to make a purchase using my Apple ID balance it always tries to charge the organizers card, even though I have my Apple ID listed first. Yes, I have $19.00 on my account.
I have money on my Apple gift card but it still won’t allow me to make a purchase of my own.
Your experience is the same as mine. We all use gift cards for purchase. I am the organizer and I even pay for Apple TV+ and iCloud storage with gift cards. My wife and daughter have never had an issue using their Apple ID balance for purchases.
