The flight restrictions you're talking about refer to the capacity of the battery, typically measured in watt-hours. This is different from charging speed, which is typically measured in watts. Most airlines restrict the capacity of these batteries to a maximum of 100 watt-hours. Your MacBook's battery is 99.6 watt-hours, which fits the requirements, and is thus okay to board with on a plane.
To reiterate, the size of your battery (99.6 watt-hours) is what matters here. The speed at which it charges (140 watts) does not. You will be perfectly fine to board with your 16 inch M2 Max MacBook Pro.
