iphone14 and MacAir M2 are up to date with late patches and releases. Toggled iCloud on and off for Contacts on both side. should I try rebooting ?

When your contacts sync, are you able to check the iCloud website - https://www.icloud.com - and see if the contacts show there? This way, we can determine how far the syncing process is going before it seems to fail.
For general troubleshooting syncing, see If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support which can help cover some general bases as well.

I am having the same issue. With my job I get new contacts regularly and they are not syncing to my macbook pro. I have the iphone 14 pro. my icloud settings have my contacts turned on to sync. but none of my new contacts are in my list on icloud.com or my macbook
