MacOS is damaged and cannot be installed

I have a Early 2015 MacBook Pro and I'm trying to update to at least Big Sur, but preferable Monterey which is the latest version I'm able to update too at this time. When I download the direct link from Apple and the App Store. I'm told that the OS is damaged and cannot be installed. I'm currently operating with Catalina, but need at least 11 to operate further. I've tried deleting the Install app, restarting, and even a manual terminal code from other support tickets I've found, but I have no luck.

Is there any recommendations?
