I have an issue that I format my iPhone but it shows on the screen ( unable to activate

Did you read and act on the part in the support document already posted......If you can't activate your iPhone or iPad (Wi-Fi + Cellular) - Apple Support.......about contacting your carrier?
How "new" is the phone? If you bought from Apple, you have 14 days to return the product for a refund and try another iPhone.
I connected it to my wifi but it doesn't help
I also connected it through Mac but it shows fails
