The thieves could not access your iCloud account......unless.....you did not have the phones passcode protected......or you were tricked into providing your Apple ID and Password with a scam message.
If the phones show up as "offline" when you try to use Find My, the batteries might have run down, or the phones do not have a connection to the Internet where they are currently located.
There is really nothing that you can do other than check a few times each day to see if the status of the phones has changed in Find My.

Thanks Bob for the response. Its helpful
infact all my stolen phones pass codes were not protected and they too tricked me by sending me the below message
"Your Apple ID was used to access an iPhone near: Nairobi, Kenya. If this was not you, sign out now: support-apple.co.com/2le

Dear apple community
The thief has turned off FIND MY on the phone and removed me from the device so i can't receive the location updates nor seeing the devices on my apple watch as usual.
Any advice on how to go about it?
Thank you.
Deborah
